If voters agreed to the proposed amendments, then a second referendum to actually amend the constitution of Puerto Rico would be scheduled in 1992.
If the bill is amended in the second house, these amendments must be agreed upon by the house of origin before final enactment of the bill can occur.
This second consideration is the stage of passage when Senators may propose amendments from the Floor of the Senate, if they are germane to the subject of the bill.
