The federal VA is not directly investing in nursing home and assisted living facilities for the aging veteran population, but rather is partnering with states to fund the construction and operation of state veteran homes.

Residents would be protected by the laws that apply to assisted living facilities while they are receiving assisted living services and they would be protected by the laws that apply to nursing homes when residing in the nursing home component of the continuing care retirement community.
The Department has heard from associations representing assisted living facilities and surgical centers that they are experiencing problems with the availability and affordability of medical liability coverage in the admitted market similar to those recently experienced by nursing homes.
The bill would make assisted living available to individuals of all income levels by providing public funding for services and housing to avoid expensive nursing home placement.
