Regional housing statements are produced by Government Offices and the Housing Corporation regional offices, in partnership with local authorities and other agencies with an interest in housing issues.
Those authorities considered that finance for housing such as the grant regime from the Housing Corporation should better reflect the importance and additional cost of revenue funding for vulnerable groups in rural areas.
But it is also necessary to avoid the current crisis in financial viability that has hit most state housing authorities as the income related rents from very low income tenants fails to cover the operating costs of public housing.
