While it was noticed in the past that the ISI had undertaken many operations against India without the knowledge of Benazir Bhutto when she was the Prime Minister, because it suspected her of having secret contacts with India, all major operations during Nawaz Sharif's first tenure as Prime Minister such as the kidnapping of an Indian diplomat and the attack on Israeli tourists in the Kashmir Valley in 1992 and the Bombay blasts in 1993 had the approval of Nawaz Sharif.
