Bills for services are applied toward the deductible on the basis of incurred medical expenses, not according to payments on account or paid expenses.
The bill repeals both the limit on the number of months during which interest paid on a qualified education loan is deductible and the restriction that nonmandatory payments of interest are not deductible.
Bills for all other expenses incurred during the Spring Term are sent out by July and for the Autumn Term by the following January and payments are expected within 21 days of the bill.

The bill ensures that any reduction in payments would not occur under the interim payment system but would be delayed until PPS is implemented.
The bill would waive the budget neutrality requirements of the BBA with respect to Medicare payments in the transition years.
