If the state does not require a title, you must get a notarized bill of sale and the vehicle's last certificate of registration in that state.
If you do not have a bill of sale or your receipts are unavailable and you are in a rush to get the vehicle insured.
Vehicles possessing a Bill of Sale cannot be exported.
