A Charlotte school that educates teenagers with substance abuse and emotional problems has been cited by the Mecklenburg County Department of Social Services for neglect for failing to inform a student’s parents that his leg had been broken by a staff member last fall, as well as medical neglect for the manner in which the student was treated.
