why is school teachers and princepal kids are allow to be in the same school where they are teaching. I feel that it's unfair and it shows favorates

Why does the Clark County School District choose unqualified teachers to teach, and does not hire licensed teachers with master degrees? They are replacing vacancies with substitute teachers, instead of filling in the vacancies with teachers who are licensed, and qualified. They are trying to save money, by not giving subs benefits, and a salary that is equal to a qualified teachers. What's wrong with this picture?????
