Netscape Composer is part of Netscape Communicator, and you can download it for free or buy a CD for 6 bucks.
AOLPress, Netscape Composer, Frontpage, or MS Publisher, place your cursor where you want the counter to appear.
Netscape comes with Composer and Internet Explorer sometimes comes with FrontPage Express.
