I am concerned about recent cuts in funding for state correctional facilities that will affect education and chemical dependency programs in these facilities.
Federal money is being made available under the Crime Act for grants to states to address the immediate needs of correctional facilities and programs.
Convict labor was also utilized to establish a coal mining operation which supplied coal to all correctional facilities in the state.

We believe it is the responsibility of our state government to build the necessary correctional facilities and to provide sufficient secure space to house violent and dangerous criminals for the full term of their imprisonment in conditions which comport with legal and constitutional requirements.

The funds can be used to build or expand prisons or jails to house violent offenders and to construct or enhance correctional facilities for nonviolent offenders in order to free up bedspace for violent offenders.
Since there are so many similarities between the adolescents who are referred to psychiatric facilities and those who, instead, are remanded to juvenile correctional facilities, several studies have attempted to identify the criteria for applying a treatment versus a correctional model in any particular case.
We favor efforts to keep non-violent offenders out of correctional facilities where violent offenders are housed and call for the expanded use of home arrest and other sentencing alternatives.
