A House Administration Committee hearing on election system changes Wednesday is the first in the House since the 2000 presidential election was thrown into the courts by uncertainty over the vote count in Florida.
The House bill would lift the ban on such lawsuits, allowing patients to sue their health plans in federal or state courts for both compensatory and punitive damages.
