In the Programme for Government we committed ourselves to improving the efficiency and effectiveness of public services in Northern Ireland as well as the accountability for the administration and delivery of those services.
Both Governments envisage that the framework would include administrative support staffed jointly by members of the Northern Ireland Civil Service and the Irish Civil Service.
The Local Government Staff Commission for Northern Ireland provides advice and assistance to the 26 district councils and the Northern Ireland Housing Executive.

The Northern Ireland Unionist Party has refused to compromise its opposition to the Belfast Agreement by participating with the representatives of fully armed terrorists in the institutions of government established under the Agreement.
The Government has helped stabilise the situation and has insisted on reforms being carried out in Northern Ireland based on the practice and principle of nondiscrimination.

It stated that a leaked document from the Northern Ireland Office suggests that it is now unlikely that the government will ratify the charter in respect for Irish or Scottish Gaelic despite the views of the Gaelic community and the minister for Gaelic.
Stormont refers both to the Unionist controlled government of Northern Ireland between 1921 and 1972 and also to the grand buildings in east Belfast in which the government sat between 1932 and 1972.

Both Governments agree that the issues set out in this Framework Document should be examined in the most comprehensive attainable negotiations with democratically mandated political parties in Northern Ireland which abide exclusively by peaceful means and wish to join in dialogue on the way ahead.
