On my system, at least, the SCSI chip seems to fail to generate selection timeouts for invalid SCSI IDs.
It is an optional protocol designed to reduce problems with the configuration of SCSI IDs on single-user systems.
Some operating systems do prefer that hard drives be at IDs 00 or 01 or CDs at ID 02.
