Any IP address in a dynamic address pool that overlaps with an address in the Static Config Table will be reserved for static configuration and not dynamically assigned.
If you are using Dialup or LAN or a network configuration that doesn't hold static IPs or established domain name, you have to use E-Mail only configuration.
Static IP addresses are available for systems that are up on the Internet permanently and are expecting to receive requests from other systems on the net, for example a Web or FTP server.

IP addresses are available at a recurring charge of $5 per month per static IP address.
A Static IP Address would allow you to give out one address to everyone, and they could then use that address to connect to your server while you were connected to your ISP.
Static IP address allows for SMTP mail forwarding.

If you are going to use the factory default IP addresses in the Netscanners then you will have to select a compatible static IP address and netmask for the new NIC.
IP numbers are Static, 56K modems are Dynamic address.
