The agreement confirmed the principle of confederation between Jordan and an otherwise independent Palestinian state to be set up in the West Bank and Gaza Strip.
Most of the Palestinians then fled their homes and sought refuge in areas controlled by Arab forces in the Gaza Strip and the West Bank of the Jordan River.
