NTSC video tapes work on NTSC video cassette recorders and PAL video tapes work on PAL video cassette recorders.
The discs are NTSC format, but most DVD players will play both PAL and NTSC discs.
The default is NTSC DV, and attempting to output NTSC video to a PAL FireWire device can cause this symptom.

Use an NTSC or PAL adapter to convert the computer's RGB output to a signal suitable for broadcast.
Accepts PAL or NTSC composite video signals with a BNC connector.
NTSC equipment is available here at a small premium although there are occasions when it is more suitable to shoot in PAL and convert, owing to problems with fluorescent lighting and computer screens for example.
