Quebec government officials declined to comment Wednesday on network television reports that Lucien Bouchard, the Canadian province's popular separatist premier, would resign Thursday.
The debate was over whether the West should allow the federal government to carve it into several provinces, or remain as one big province to counterbalance the weight of Ontario and Quebec in Confederation.
Quebec would be the bigger loser in terms of significant rise in interest rates, downgrading of Quebec bonds and a lower rate of economic growth than the other provinces.

Quebec’s experience is something the federal Privacy Commissioner and provincial commissioners, in provinces where private sector privacy legislation is introduced, can learn from.
